Well, EA did say that most people playing the game using VOIP are on Discord.
It's almost like they actually bothered to look at how people play their games.
I found that very few people in BFV actually bothered to use VOIP either, outside of making toxic comments or just burping into the mic. On a few occasions (that I could count on one hand) I've seen people actually respond to something I've said, although this has never been verbally; it's been along the lines of someone stopping their jeep to pick me up or an Angel dropping a crate when I ask them to.
I never understood the fuss about VOIP.
In 1000hr+ of BFV I maybe had 20 matches with squadmates coordinating over VOIP. Random -mature - VOIP users were exceptionally rare.
I've found that the social people who want to chat typically seek out platoons with like minded players. Those groups just used party chat.
One solution is for DICE to take VOIP usage into consideration when forming squads. Take those 8 players using VOIP and toss them all into the same squads instead of the current random assignment.

They made it Squad only so you can only talk to the three people who are probably on the other side of the map but you can't speak to the people right next to you or in your vehicle where voice would actually make a difference.
We ( I ) didn't just want the platitude of a basic voice chat system. We wanted voice chat designed specifically to facilitate effective communication and co-ordination with the people you are playing with right there and then. Instead we got the same old bare minimum effort that permeates throughout 2042 itself.
Heck, the game doesn't even have the facilities to even test your mic is actually working or it's outputting at the correct levels. The only way to test your mic is to go in game and spam your squad mates, hoping they even have voice chat turned on, they speak your language and also care enough to respond with voice themselves or through text. What Dice Sweden has implemented wouldn't even pass for a game made in 1998.

In Battlefield 2 and 2142, you could create your own squads and rename them. Best way to find people who want to play as a squad and use VOIP was to simply rename your squad to indicate it. Over the years Dice Sweden has gradually eroded the functionality of both squads and VOIP with the situation with squads and VOIP in 2042 being the culmination of that neglect.
