I never understood the fuss about VOIP.
In 1000hr+ of BFV I maybe had 20 matches with squadmates coordinating over VOIP. Random -mature - VOIP users were exceptionally rare.
I've found that the social people who want to chat typically seek out platoons with like minded players. Those groups just used party chat.
One solution is for DICE to take VOIP usage into consideration when forming squads. Take those 8 players using VOIP and toss them all into the same squads instead of the current random assignment.

In Battlefield 2 and 2142, you could create your own squads and rename them. Best way to find people who want to play as a squad and use VOIP was to simply rename your squad to indicate it. Over the years Dice Sweden has gradually eroded the functionality of both squads and VOIP with the situation with squads and VOIP in 2042 being the culmination of that neglect.
