I'm in the United States. Its the same here. The whining and moaning for in-game chat was at epic levels on Reddit and on sites such as this one. Now that DICE has put in the work and added it after all of the complaining guess what? I never (or lets say hardly) hear anyone using it. And I have watched more than a few streamers try to talk to people using the in-game chat and you might get one person responding once in a blue moon.
I still see people using the text chat feature where the messages appear in the upper left hand corner of the screen. This is one of the reasons I ignore chronic complaints over small things concerning this game and don't take them seriously.
I use the chat all of the time.
And if I enjoy the game I have "low standards", according to you. Its actually much simpler: I enjoy the game and you don't. That's about it. See ya later.
