Well, I am German and we get everything translated as far as television is concerned. But we (most of us) can still speak English (I for one have to speak English at work all day as half of my colleagues are not from Germany but from many other different countries). This is not true for everyone, but for many or even most gamers I guess this holds true.
You might have to deal with some accents of course, but for the purpose of video game communication, even an average German's English is 'good enough' I'd say. 😉

Asking for proximity/context chat is moving the goalposts - Battlefield has never done it, and I can only recall seeing it mentioned one or two times in the period leading up to the April patch.
If no one asks for it, why would DICE develop it.
