I think that's one of the biggest problems. It's enabled by default on PC, but we can type... on consoles it's disabled by default and they can't hear me if I talk if they have it disabled. So it didn't solve much of a problem at all.
I've played since it was enabled with maybe 3 or 4 people that have used it, and no matter of asking or whatever gave any reply at all.
I wonder why voip is disabled by default. Seem really weird. I wonder if this is another attempt by DICE to reduce toxicity?
Like how they tried to reduce toxicity by removing the scoreboard, ability to text chat with the enemy team, and player stat tracking from Battlelog.

My guess is that this was the easiest way for them to add the required 'opt-in' (needed for privacy reasons). They cannot just turn that option on but would otherwise have had to ask the players for permission by some kind of dialog. If it was enabled and also a key bound for push-to talk (with no interaction from the user) or even void activation, then this would be a violation of users privacy. At least if they have not been presented with an option to agree to this.
Only activating it for listening to other users without being able to send might be OK though, so maybe this was the case on the PC side (which I am on, but I forgot the default options that were set after the update).
