What is the lore behind the shipping containers?

What is the lore behind the shipping containers?  We keep seeing them more and more now on each map so there must be some lore as to why they are there.  I mean surely they wouldn't just re-use asset...

And I get why they are strewn about on Exposure, because of the land slide, but WHY are they all over the place on Stranded around the outside of the ship??
