What is the state of GPU/CPU optimization/utilization?

So far we have a roadmap for the next few updates but what about the poor state of of the hardware optimization/utilization?   Out of the gate the game is not using hardware to its full potential.   ...

@GrtwhitewalkerI've got a i7 9700f and an rtx 2080 ti and have to cap at 60 fps all low settings because all cores on my cpu are 100%
