What is the state of GPU/CPU optimization/utilization?

So far we have a roadmap for the next few updates but what about the poor state of of the hardware optimization/utilization?   Out of the gate the game is not using hardware to its full potential.   ...

12700KF/3080FTW3/16GB 3200mhz DDR4
1440P/ULTRA, with DLSS, REFLEX, FFR disabled, and RTSS set to 90FPS.
30-40% CPU usage.
>90% GPU usage.

Flat 90FPS in all out war. Smooth as silk.

If I increase the RTSS limiter to 120FPS, GPU goes to ~100%, CPU goes to about 60%, and there is noticeable input lag and general choppiness in the gameplay.
