I just came back from a big break to try out 2042 again, noticed the same issues as before i left.
The problem with choppers and air in general in regards to inf is there is little in the way of good high skill gadgets, there is:
Lock-on: which they have to nerf because having so many inf using them would make it impossible to fly
The guided rocket: range so low and speed so slow that choppers can just fly away from them
Free launched: Seems to go slower than in previous games
All rockets suffer from extreme low fov zoom, i'm not sure why dice think we need to zoom in to see vehicles but they don't seem to realise that weapons like the guided and free launched rockets need more fov not less, because you need to use the vehicles trajectory to see where you need to aim. To get the correct aim point you need to see where the vehicle is heading WHILE aiming ahead which you can't do while zoomed.
Choppers also seem to have a lot less momentum in this game letting them turn on a dime, note that momentum and turn speed are different in choppers since a chopper can turn while having momentum carrying them in their previous direction...in this game thats less of a thing than previous and i can tell you as a inf player that always loved going anti vehicle that lag between turn time and momentum correction is the money shot for rockets vs heli's.
To sum up, remove the amount of zoom on rockets, or add a secondary level of scoped but not zoomed in.
Speed up the rockets slightly...maybe 10%
Increase the time alive of the guided/free launched rockets
Give choppers more momentum.
Not all balancing needs to be about damage.
