I agree that it seems bizarre, which by the same reasoning I think it leaves that open for future content / seasons / whatever.
Look take parts all over the world and difficult to dissociate factions in the action. We will have more info soon, so i waiting!
Remember this is 2 faction. But others will be in play. BF4 was talking about a civil war in China which fits they are no longer a super power in 2042.
However their equipment will be around look at the tanks on the Indian map they look very similar to VT4.
