I may be wrong but I remember some controversy back in BF4 surrounding the China Rising DLC's reception in China. I believe that it was a decision to avoid any more real-world politics with this game.
@Mr_Dox20 Remember that China is a huge market for film and gaming. Companies don't want to anger china as it causes them to lose almost if not half of their revenue.

From what i took from watching a couple vids, it's not officially a US v Russia war, but those 'sides' using proxies to do their dirty work, and going by the fact the 'specialists' announced had actual countries of origin 'back stories' then i assume many countries will be represented in some way or another
