Where is the blood splash effect?

I've read in the patch note they added and fix a blood effect, but I rarely see any blood splash effect on the ground and another environment. This game will look a lot more immersive with a bloody s...

Only a slight mist of blood when shooting others. No effects on the environments.

    It actually is there but rarely happen. I think it's still bug or something.
