Why are servers disbanding after every match?

At the end of a round it shows my ribbons and XP earned but the end of round leaderboard doesn't come up and then the game disbands the server and puts me into a matchmaking queue and then makes me play the same map I just played over and over.   Why is this happening?  I want to stay on the same Breakthrough server and play the full map rotation.
