Why did the bolte rockets get increased damage when patch said it was reduced

The damage from bolte rockets seems significantly higher in 4.0

You can almost kill a nightbird in one burst and ive killed wildcats/tanks in two bursts
This seems really strong and maybe it was a mistake?

@SpudBug The rockets had the damage buffed for each rocket, but they do not follow as easily before.

@A-RAF2019 The patch notes said damage was reduced though.

MC5 Bolte Missile Launcher has been adjusted, and now also damage tanks
Time to live 10 -> 3.2
Engine strength 175 -> 70
Damage 70 -> 45

There's no way that those patch notes should mean they are doing more damage post patch.
