Why do motion balls show stationary enemies?

@ghinavirus I wonder if this is why the tugs never made it into portal, they didn't have the code to do it.

Edit: you are right, do they work like tugs or show everyone?
This basically makes suppressors useless, if you creep onto a flag you are on the map if you fire or not due to proxy Ball spam.
Please let me know how you feel, do you like them like this or would you prefer them to sense motion?
I get they are proxy (proximity) sensors but they are too much, we need to be able to bypass them using tactics and playing smart.
