No it doesn't. The person you're replying to has a special Xbox One but for the rest of us on Xbox One we experience the exact same issue you have in those videos.
It varies between mild and severe and I used to play for several hours at a time and it could be at the severe end for the entire play time.
When it's mild it's hard to notice when playing as infantry but jump in any vehicle and you see the mini rubberbanding every 2 seconds or so is still there.
I stopped playing about 2 months ago and only came back after the last 2 patches to see if anything had improved.
On each occasion, I joined a server, jumped in a vehicle and both times exact same issue was present.
Disconnected went back to 1 and V.
6 months after release and its performing as bad as day 1, there's been zero improvement to performance and I've come to the conclusion that they can't fix 2042 on last gen. I suspect the engine needs a complete overhaul and they aren't going to spend the money needed to achieve this especially when you consider how bad the rep is for 2042 and the low player count.
From what I've picked up online and videos I've watched, the Xbox S is the only version worth playing on the Xbox platform.
