Why does mixed squad gives restricted XP in portal servers with pvp AI????

Yeah this doesnt have sense, since we cant change teams on portal servers, now if i want to have a AI squad to respawn close to a site, the server is restricted??? JUST WHY?!?! i mean really? XP SHO...
