Because the average player does not look learn from third party sources so if DICE does not give them a tutorial, they are unlikely to even learn about something.

Exactly, plus if that wasn't there are launch why would they think to try it later on?
Exactly. People don't even know they can do it. 3d spotting and the new ping system was actually patched in several weeks ago, well before 3.2.
