I thought that the only players that could see the pinging of enemies after being downed were the other three in the squad. Since most people playing don't use squad orders or stick with their squad members at all. The action is mostly useless.

That is still true of the ping marker. Only squadmates can see this. Either when downed, or when double-clicking the spot button/key while alive.
However, the more recent return of the 3d spotting (single click/press), which only works while alive and has a short duration, can be seen by your entire team.
It would better if the downed ping worked for all nearby medics. I guess DICE was worried about the UI overload.
