Will new specialists be only available to season pass owners?

I think discussing what is in the season pass will go a long way with helping people choose which edition is best for them. Is it cosmetic only? Will new specialists be only included with the season ...

@Zv_x_iNFaMuZ As I understand it, the season pass will have a general and a premium stream.
Everyone gets access to the general stream, and only paying customers get access to the premium stream.
All game mechanic relevant items will be on the general stram, the premium stream will give access to additional cosmetic items.

So game mechanic wise, the premium stream impact will be minimal, I think about camoflage effects here.

As explained in our Battlefield Briefing:

We’ll be evolving our world and expanding on the fiction through Seasons, each one lasting for about three months. Every Season will come with a new free and paid-for Battle Pass, delivering new content to chase after. This also means everyone can progress towards earning all content that impacts direct gameplay such as Specialists, through natural play.
