Will there be offline instant action with bots?

Can we get confirmation whether there will be offline multiplayer with AI bots? Will the game require a constant internet connection or not? I have terrible internet and cannot always play PvP so kno...

It obviously isn’t an official announcement, but I thought I read or heard somewhere that it would. That it would have offline action with bots and that online matches with low player numbers would include bots. Bots would fill up the match and be replaced by human players as they enter. I could be wrong.
