Will this game have an FPS counter for consoles?

Doubt it.

All it would do is upset people.

The game will target 60fps. Likely it will drop some frames here and there when there's a lot going on. If the dips are only a few fps and the frame pacing is done well these drops are basically imperceptible to most people. Give those same people an FPS counter though...

There's no real utility to it on consoles seeing as if the game is running badly there's no settings you can change to really do anything about it.
