Windows 11 is more or less just the next version of Windows 10 and BF2042 will run fine on both. Windows 11 already runs current games without problems. Windows 11 may not even be released, when BF2042 launches. MS has announced that Windows 10 users will get the upgrade in 2022 (but we will probably be able to download it "manually" at launch).
Whether Windows 7/8 is supported is another matter. But if Dice allows usage of DirectX-11, then Windows 7/8 should be supported as well and even DirectX-12 can work in some games in Windows 7/8.
But there are no real reason for not upgrading Windows 7/8 to Windows 10 (imho), it's still free to upgrade and Windows 10 has become a better OS, than Windows 7/8.
