Xbox Population Dead?

I play on a PS5, I'm on the West coast and I have been able to connect to games on both versions (PS4 and PS5) without issue. In fact, I can also find quite a few Portal servers running without crossplay enabled on both.
I know PS5-only isn't dead nor is PS4 for that matter. .....and I highly doubt XB is either. I'll wager this has more to do with an issue in the crossplay mechanic, server / matchmaking process or similar that is affecting some players.
I don't see any evidence that those who play with cross-play off represent a considerable minority. What I have seen are those who have been having problems connecting to games with other players and those who don't seem to have an issue. I think it is evident however that there is a problem with the system. I have problems at times being connected to servers in Portal that must be in another part of the world given the ping issues. Why the system doesn't connect me to ones in my area that are more optimal is beyond me.
Most people will be playing with cross play on. You will only be matched with other players who turn it off which is evidently a considerable minority.
For those on xbox, have you had any luck with crossplay off on the series x or xbox one? I'm curious which one right now has a bigger crossplay off player base. I am more than willing to redownload the last gen version if I can play without waiting 30 minutes for a game.
I guess last gen wouldn't be an issue though as you are only against other consoles.
