50% FPS Decrease

When I was playing the game last year I would get 100-120 average fps and now when I play it is max 50.

All settings low, changed to lower resolution, reinstalled the game, nothing running in the background, disabled ea overlay, usercfg file made. Im not sure what the issue is because I get 30-50 fps when the graphics are on ultra or on low. Even the main menu is stuck at low fps with the animation in the back stuttering...

My specs are AMD 5800x3d, gtx1070, 32gb RAM
