AA missile not locking - bug or something else?

Sometimes as infantry I can clearly see a heli in range and going slow, but there is no lock and no flares are apparent. Is there some sort of active system on helis or is there something else making...

@MyJetpack As far as I can tell after flares deploy the overall effect lasts about 3-5 seconds, so even after they've been spent they still can't be locked, occasionally you may see the flares burst twice to show the beginning and end. Either way it's confusing/annoying as an infantry player to not know when it will be effective again.

    @Anobix My favorite is when flares seemingly come back up before you can even re-lock on them after blowing flares. I wish we could at least dumbfire stingers or something.
