It's the same on Xbox series x. Dice doesn't care about console they all play on PC. The rubberband was on their list of known issues but they took it down the other day. I suspect they think they have solved the problem so I also wonder if they know about this on console.
Also it hasn't anything to do with your internet-conection as long as it's stable with reasonable ping. I have 500Megbit/s fiber directwired to my Xbox. Same issues as you describe.
