I got the exact same problem. 30ms ping, 50+ fps, but it feels like I am playing with 200ms. BF1 and BFV runs perfectly, it is only game on which I got this kind of issue. I want to play more often to the game since I bought it 2 years ago, but every time this lag makes me quit.
Have you tried setting high priority for the bf2042.exe application ? Believe that the priority option for the game gives a lot.
these commands entered in user.cfg also helped me a lot with game freezes

I entered the number of threads of my processor in place of 12.
If u have Nvidia, try set this in control panel of Nvidia
In my case it solved problems in all games with lag. In the default mode, i.e. , "Optimal Power", Nvidia clocks too slowly to the dynamics of entertainment, which causes lags.
