I have two GPUs in my system and since the release yesterday when I try and launch the game, it selects the 2nd GPU which isn't my primary gaming GPU. Fullscreen is still a window view, and no other display related options are changeable. I play other EA games via Xbox Game Pass for PC (Fallen Order, PvZ Battle for Neighborhood) with no issues.
I've uploaded a screenshot for reference.

Yeah looks exactly the same thing that happens to me.

Yep I did just now and everything Globally is set to use the 3070 for all things GPU and PhysX.

I also have this issue and selecting the "CUDA GPU" in the nvidia control panel does not do anything. This appears to be an issue with the devs hard-coding which gpu to use somewhere in the game which pretty much guarantees that they never tested this game with multi gpu systems.

Yeah I'd assume so too as pretty much all games, especially new titles have an option to toggle which gpu to use. And more importantly they find and use the display output card... unlike bf which seems to not for some reason.
