What distance are you trying? You have to get pretty close. Maybe inside 10m I think

I thought the EMP was broken at first, but you have to be uncomfortably close and holding right mouse/trigger for it to lock. - @Scoot_R_Twist Ahh that's a lot closer than in the open beta. Thanks, I'll give that a try.
