I thought I had it fixed. I noticed that whenever the lag was happening, two cores would swap states with each other, from parked to active. Every single time.. smoking gun!! I found a way to disable parking in the registry, butttt I it didn't fix the issue.
I got some lag quickly into a new round and the only thing I could see at the time of the lag was a quick dip and spike on 2/28 cores. All other cores looked fine. GPU usage dipped at the same time too.
There seems to be some sporadic down clocking on some of the cores, but not at the exact time that the lag happened.

It appears there's CPU cores spiking to 100%. The CPU and GPU dips shouldn't affect anything. The GPU usage dips are most likely caused by the CPU stalling due to a CPU core hitting 100%.
The CPU feeds the GPU frames. If the CPU stalls and stops feeding the GPU frames then GPU usage will dip because it has nothing to do and is just standing around waiting for the CPU to feed it more frames. The correct terminology is pre-rendered frames.
Hopefully the CPU spikes are only being causes by CPU power saving features. I like to use ParkControl by Bitsum to control CPU power saving features.
I notice the 14700k has 8 hyper-threading performance-cores and 12 efficient-cores. Hopefully only the performance-cores are being used by Battlefield and none of the efficient-cores are hitting 100%. Check if this is the case or not. It's ok for efficient-cores to be used by background Windows apps, but not for gaming apps. Windows is supposed to automatically handle this, but I would double check.
There could be other issues causing CPU cores to spike to 100%, but I'd start with the easiest things first. Which is CPU power settings and making sure none of the efficient-cores are hitting 100%.

I was thinking it might be a thermal issue. I undervolted, replaced thermal paste and temps look better. I got park control and disabled parking - issue still exists. I just ran a quick test and no cpu utilization was over 66%. When parking was enabled, the stutter/hitch always seemed to happen when the cores parked, this time with core parking disabled, there was a slight dip in cpu usage at the time of the stutter. No e-cores were above 55-60%. I tried with XMP both on and off, to no avail.
Blue arrow indicates when the game stuttered. Obviously GPU usage dropped significantly during this event too.
I don't see any CPU cores spiking to 100% in the graphs anymore. The CPU temperature doesn't appear to go higher than 80°C so that's good. Thermal throttling usually occurs closer to 100°C, but it's best to keep processors under 80°C to extend their life.
If there's still stutters then something else is likely causing it. Keep in mind Battlefield games suffer from a little bit of DX12 shader compilation stutter.
LayencyMon might give more insight into which app or driver is causing the stutter.
Ran the tool and nothing showed up after a bunch of stutters "your system appears to be suitable for handling real-time audio and other tasks without dropouts".
The stutters always pop up at a horrible time though. Just as you're about to shoot a guy.. then he gets you before you can recover. Almost makes it unplayable.
I've been testing in a light portal server and they pop up endlessly.
