Colorful ring artifacts in the sky

When did this happen? (dd.mm.yy hh:mm) Early 2023, I don't remember exactly. It was after an update to the game and it's been there ever since.
Summarize your bug The sky on every map is filled with colorful bright rings that blind me and make it impossible to see. Sometimes they aren't very bright or there aren't very many of them but they are always there. The pictures I provided are an extreme case that makes the match I'm in unplayable.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? I've heard it only happens with 4090 graphics cards
What happens when the bug occurs? It make's it very hard to see as the entire sky is lit up with bright colorful rings.
What should be happening instead? There should be no rings and the sky should look normal
Other users with 4090s are experiencing the ring artifacts in the sky. It might be correlated to weather events because matches when no weather events occur the rings will stay rather dim and I can manage to play the match. I have witnessed the rings become brighter or worse as a weather event begins.
What ultimately fixed my issue was using Intel's Extreme Tuning Utility to DE-tune my i9-13900K from it's base clock of 5.5 to 5.2
That also fixed instability issues and crashes I was experiencing even though logs were pointing to the 4090.
Doesn't look good when I need to purposely hinder my PC's performance from factory to get the game to run properly. Why spend the extra money on a good PC anyways.
