Same issue here;
Windows 10
Build 1903
Latest Nvidia driver installed 496.49
GPU: EVGA Geforce RTX 2080 Ti
CPU: I9-9900K
32GB Ram
2560x1440 resolution (also tried to boot with 1080p with no success)
Beta had the initial error about the latest windows build, but I was able to bypass by just clicking ok
Now the same issue persists and I can bypass, but greeted by the DirectX error OP posted which freezes the game
Same exact issue, with the same exact error message.
Played with 0 issues in the beta and now when I open the game and get to the part where it authenticates with the server for the main menu, the game crashes and prompts me to the error message in the OP.
Windows 10, LTSC 1809 (17763).

1080 Ti with 496.49 driver.
Tried all the usual stuff of repairing, reinstalling, older drivers, tried on Origin, tried on EA app, tried different install locations, firewall permissions, port forwarding, giving admin rights, enabling/disabling unsigned drivers, etc. and nothing seems to work.
