Is the Thick44 tribute only available to owners on next Gen xbox's, I have update 4.2 but no tributes items. I have xbox one. 

Hope someone can help.

There is an open ticket in the Bug Report forum.

Everyone who has this problem should go there and click "Me Too" so that DICE can determine the extent of the problem and fix it (hopefully).
