How often does the bug occur? Every time (100%)

What happens when the bug occurs? The screen flashes frame by frame
What should be happening instead? No flashing
While holding the left click in-game, such as shooting, the screen flashes white, red, blue, etc. like one frame of white, then back to what I should be seeing for a frame or two then a frame of red, etc. as in the linked video. It is sufficiently jarring to cause headaches and nausea.
I am using the latest NVIDIA graphics drivers and have been experiencing the glitch ever since update 3.2.
