Game constantly at 15-30 fps after update, previously running smoothly at 144fps

Summarize your bug The game is running at sub 30 fps, both in menu and in game. My machine used to be able to run the game at 144fps smoothly. This bug started happening after the freeze bug was fixed. this is NOT the same bug. I created a post before but it was merged with the freeze bug post. this is NOT THE FREEZE BUG. This is a different bug where my fps is constantly very low, between 15-30fps

What happens when the bug occurs? low fps
What should be happening instead? high fps
