CPU always works in 100%, the game works like in slow-mo.

I reviewed all such qustions, tried all the tips, disabling TPM in BIOS, enabling DX12, create a CFG file in the game folder, nothing works and the game feels unplayble all the time.

Does anyone else have such problems and tips for solving?

My system not very good, but enough for this game

RTX 3050 + i5 11400f + 16Gb RAM + SSD
