Game starts with Intro everytime and resets settings/keybindings

Summarize your bug Game starts with intro everytime, resets all settings/keybindings. I tried to allow it in the firewall settings, but it didn´t work. I bought it through steam.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Start the game and have the same issue.
What happens when the bug occurs? Game starts with intro, resets all settings/keybindings and forces you to play the intro conquest mission over and over again.
What should be happening instead? Start with my settings and keybindings without the intro.

    I have tried a lot of stuff now. Adding it to windows defender exceptions, reinstall the game, turn off windows defender completely, didn´t work. It´s really annoying because got to go through the intro everytime and i cant make the settings and keybindings custom.

    It seems as if the game still thinks its downloading, even though it isn´t. I have attached a picture, it is in german though. In the picture it says "Du kannst das Hauptmenü aufrufen, sobald das Spiel vollständig installiert wurde." which means: "You can go into the main menu when the game is fully installed". This is weird because the game is fully installed, and it was also fully installed before i reinstalled it.

    I've got the same problem. Contacted their chat support twice. No solution. Phone support once. No solution. Twitter support. No solution.
