Gun not aiming down site or letting you change attachments

I was playing my first game of the afternoon and I tried to upload the file, but the forum would not let me. I could not aim down my sites or change my attachments. Does anyone know why and how to fix this? Is EA having a server issue? It bad enough playing with cheater, now this issue. Please help if you can on how to fix the issue. I cleared my cache on my Xbox and removed the game and re-installed it, but it keeps happening. I check my options and they are still the way I set them up. Thanks
