Summarize your bug Vehicles seem to have their own gravity separate from the planet, applying a downward force from the bottom of the vehicle regradless of orientation.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Grab a hovercraft and drive up a skyscraper. Unusually successful barrelrolls with other vehicles.
What happens when the bug occurs? When you have a vehicle that has its own gravity it causes unusual movements when off the ground. Hovercrafts are able to climb skyscrapers because they are not dependent of traction like other vehicles, when you combine that with this isolated gravity they stick to surfaces rather than propel away from them. Then consider other vehicles that tend to spiral in the air as if fighting planetary gravity. Because hovercrafts have no traction dependency you can kite in the air moving left and right while tilted at an angle to elevate the vehicle a bit and glide further rather that falling.
What should be happening instead? Normal singular gravity and actual vehicle weight not this weird isolated gravity.

Hopefully Game Devs will one day start using relativity based gravity physics rather than newtonian physics.
Update: I have also noticed that this isolated gravity affects aircrafts aswell, making take off a bit difficult and some weird skidding behaviour when close to a surface.
If you hover a jet for example close to a building and somehow knock the aircraft on its side with the bottom of against the building it will drag against the building till you fall to the ground, rather than be able to use the aircraft controls to propel yourself away from the structure and correct yourself.
