It seems like you often play with a big amount of lag in 2042, what you see on screen probably happened "a long time ago" on the screen of your enemy.
The "netcode" in 2042 is a total joke. BF4 was really bad and things were improved in BF1 (not perfect but better), BFV somehow got worse than BF1 (lots of TTD/TTK issues) and 2042 is now even worse than BFV. Part of this is probably lower tick-rate, but this cannot be the whole story.
A 45 Hz tick-rate still means updates every 22ms but the lag in 2042 is much more than 22 ms. You often get instakilled by weapons with much higher TTK (like an LMG at 100 meters), and bundling of damage happens a lot.
Often an enemy behind cover and can peek, shoot and kill you, without you even seeing him on screen.
In BF4 (and before) it was where you played which made the difference for me, that's why a server browser/persistent servers and the ability to "favorite" a particular server was so vital.
Sometimes even if you had a good connection on paper the actual in-game performance of some servers seemed pretty crappy so I would usually just move on to the next one.
It probably had a lot to do with the server tick rate (60Hz and above seemed to be the best IMHO) as you said and also the quality of whatever server farm was hosting the machines.
I know at one time a clan I was with had to change server hosting outfits or pay for an "upgrade" on our servers a couple of times because their machines just weren't up to the task and didn't perform as advertised.
