Is Custom Maps in the Rules Editor Disabled?

I've just encountered an issue with being unable to start a server in Custom set-up, not Core. I have made many custom maps and have played them all with never having a problem starting the server. But ever since an EA update this morning I cannot start a server without getting "unidentified Error" or "global game quota exceeded" What does that mean? And why is this happening sine the update earlier? Come on BF moderator, help a brother out.
