Low fps RTX 2080

So , I just noticed that when im in the game's menu it uses more of my gpu than when in the actual game? when i get into a game it uses so little gpu that the fan speed drops to 0rpm. When im in the ...

    "FIX" Go to your documents folder and delete the whole Battlefield 2042 folder.
    After an Nvidia driver Update something must have caused bad files. The game will recreate the folder after your next launch and everything should work fine again. You even dont need to downgrade your drivers.

    A comment i saw on a video fixed it for me

I'm really disappointed on Battlefield 2042 Graphics Performance or what ever the did to make the game LOW/Drop FPS in the game. I paid for the Gold edition and i didn't get the skins that came with. I tired everything to fix this issue's on my end. I been trying to get a refund from steam. I was really hoping that i would be able to Stream and make YouTube videos on Battlefield 2042 but with the Low fps and the bad Graphics Performance I cant. Hope Dice will fix this soon so i can play it.

I check all the drivers and make sure everything is up to date, Re-installed the drivers. Re-installed windows with windows 11. In Graphics Preset I placed everything on LOW. I tried "DLSS" on and Off. "NVIDIA REFLEX LOW LATENCY" on Enabled + Boost and Off. Vertical sync on Off. I even check on the NVIDIA Control Panel and place the 3D settings on Performance, Texture Filtering - Quality on High performance. 

My PC specs: 

CPU: AMD RYZEN 7 3700X 8-Core 3.6 GHz

Video Card: ASUS ROG Strix GeForce RTX 2080 Ti 11GB GDDR6 PCI Express 3.0 ROG-STRIX-RTX2080TI-11G-GAMING

Motherboard: ASUS AM4 TUF GAMING X570-Plus

Ram: G.SKILL Ripjaws V Series 16GB (2 x 8GB) 288-Pin DDR4 SDRAM

Power Supply: EVGA SuperNOVA 850 G2, 80+ GOLD 850W

Hard Drive: M.2 NVMe Samsung 970 EVO SSD 500GB

Monitor: BENQ XL2730Z 144hz 1440p

    I have fps drop and stuttering on every map but most of it I get on Discarded and Kaleidoscope. My fps range from 60 to 80 on 1080p low or medium (TAA and AO off). Even if I lower resolution my fps doesnt change too much, maybe few fps. My system ram after 2 or more games hit 14GB of RAM?! Also, fps drop happens when aiming down sights. It doesnt matter if its empty map or some action. I tried using Future frame rendering beside couple of more fps I still have drops and stutter. I dont know what to do anymore. I hope some new patch from Dice can improve performance. My specs are:

    Ryzen 5 2600

    16GB RAM 3200 Mhz

    RX 580 4GB Adrenalin 21.11.3 driver

    M2 SSD 512 GB (Fresh install of Windows 10 64bit from week ago and Battlefield 2042 are installed on it)
