Lower FPS on higher refresh rate monitor

Guys did you guys tried this option before, I have 240hz 5140x1440 monitor, When I switch the refresh rate monitor From 240 to 144, I have Higher FPS on 144hz then on 240hz, this setting is in in game option monitor refresh rate.....is this a bug??

    Changing around with the DLSS settings does that change any of the FPS issues you are having with change of HZ? @hydrogaming23

    Monitor Refresh rate = 144hz, In menu= 80-90 FPS, In game = average 100 FPS

    Monitor Refresh rate = 240hz, In menu= 15-30 FPS, In game = average 100 FPS (where ever I press T for loadout or Q, FPS drops to 15-30)

    Setting custom Medium, DLSS ON, 

    Monitor resolution 5120x1440 Samsung Odessy G9 with RTX 3080 + i9 10900KF + 32gb 3600hz ram
