Medpen or syrette not working after putting an armor plate

Summarize your bug When putting an armor plate on, the medpens or Falck's syrette doesn't give back health if done too soon after.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Get hurt as an assault with armor plates, put armor back on then quickly use a med pen or get shot by Falck's syrette pistol.
What happens when the bug occurs? Health doesn't regen
What should be happening instead? Health should regen.

Since the new patch, I get my buttons mixed up sometimes and I hit the gadget button thinking it will make my  Assault use a medpen, but I just put armor on.

So I hit "(" in order to use a medpen but if I do it right after putting my armor on, health won't regen, and I'll lose my medpen anyway.
