Persistent game stuttering - solid high fps and low pings

Occurred yesterday - just constant stutter and what feels like rubber banding however you can hear the gpu pausing (coil whine lowers)

No ping spikes on eth connection.

This has been rock solid 120fps and even if I turn off vsync it climbs to 180-210fps.

But last 24 hours regardless of which mode still get the stutter 

So far I have done the following
- Reinstalled the game
- Reset user data (my documents)
- Cleared DX12 cache
- Cleared Shader Cache
- Disconnected UPS
- Swapped usb ports for peripherals 
- Swapped mouse
- Swapped wired/eth internet for 5G
- DDU updated video drivers and then also downgraded
- updated chipset drivers
- updated mobo firmware
- forced system power profile to high
- forced gpu power profile for 2042 to high
- cleaned internals with air blaster

- 3d mark runs smoothly no issues
- Battlebit runs smoothly no issues
- installing BFV and seeing if that has issues - installed and playing no issues

If i didn't know better, I would think it was TPM causing issues (but it wouldn't be as frequent) or my cpu is clocking down every few seconds which would cause the gpu to halt - BUT system  monitors say otherwise and battlebit and bfV run flawlessly

I have even tried limiting the cpu threads - but so far no luck

5900x/6800XT/64GB RAM/Win11/SN850 2TB

    I'm glad it's working. Do you play in borderless window or fullscreen mode?

    fullscreen - i know its weird it shouldn't effect it but that's the only thing i changed and googling it seems to be a common issue
