Portal player balance between rounds does not respect server-wide player setting

When I was a junior high school student, I played battlefield 2 for the first time. I thought it was a great game. I played it until I graduated from college in 2013.But after BF2, there is no bot, and I just want to play PVE game.

This time when I know BF2042 could play PVE, I pre-ordered the ultimate ED, but until today, there is no a real PVE server, because of the auto-balance.
