Hey Fellas, I had an I5 10330h on an Asus FX506LH laptop, 16 RAM, and GTX1650. Cores working for 100% each, do User.cfg working? P.S. - I save User.cfg as all types of files on game root direct. ...

    User.cfg will not work/help for youre game settings !

While I use next config: 
Thread.ProcessorCount 4
Thread.MaxProcessorCount 7
Thread.MinFreeProcessorCount 0
Thread.JobThreadPriority 0
GstRender.Thread.MaxProcessorCount 7
PerfOverlay.DrawGraph 1

-4 cores (Windows was showing 8 cores before upd)
-8 threads
