An easy way to tell if user.cfg works. Put 'PerfOverlay.DrawGraph 1' in the user.cfg. Do you see the performance graph when you launch the game?
If yes, then user.cfg works. If no, then it doesn't work.

While I use next config:
Thread.ProcessorCount 4
Thread.MaxProcessorCount 7
Thread.MinFreeProcessorCount 0
Thread.JobThreadPriority 0
GstRender.Thread.MaxProcessorCount 7
PerfOverlay.DrawGraph 1
-4 cores (Windows was showing 8 cores before upd)

User.cfg will not work/help for youre game settings !
