I have also had this experience, on PC. 

Particularly with Breakthrough game mode. 

You play a match, it's full of humans, the match ends, I stay in the queue, the next match loads (same map, but swapped def/atk role), and now there's only 5-10 humans and 50 AI. 

I'm US, playing on PC with crossplay enabled. Happens more often than not. We had a full 64 player Breakthrough server around midnight. Next match we had 4-6 people in the lobby for 5 minutes before everyone bailed.
